Why roofers quote a low base price first
Most roofing quotes are built from a per-square base rate that covers only the obvious work: tear-off of one existing layer, underlayment, new material, and basic flashing. Everything else — the condition of the deck underneath, permits, disposal, and the details around chimneys and skylights — is priced "as found" and appears as a change order later. None of it is hidden on purpose; the roofer genuinely cannot see the deck condition until the old roof is off. The homeowner's job is to know which add-ons are likely before signing, so the base quote can be compared apples-to-apples.
The three most common budget breakers
Deck replacement. Plywood or OSB sheathing that has absorbed water over years of slow leaks cannot hold a nail. Replacement is typically billed per sheet once the roof is open, and a roof with widespread soft spots can need dozens of sheets. If your home is older than 30 years or has had past leaks, budget for at least a few sheets even if the quote omits the line.
Second-layer tear-off. Roofing over an existing layer saves money upfront, but many homes already have two layers, and building codes in most jurisdictions cap roof-overs at two. Removing a second layer adds labor, dumpster weight, and time — and heavier tear-off can also reveal decking that a single-layer removal would have left alone.
Reflashing and ventilation. Chimneys, skylights, and wall transitions need new flashing with a new roof — reusing old flashing is a common cause of leaks in an otherwise new roof. Separately, many older homes lack balanced intake-and-exhaust ventilation. Manufacturers increasingly require adequate ventilation for shingle warranty validity, which turns a comfort upgrade into a required line item.
What to ask before signing
- Is the permit included, and who pulls it? Permit fees vary widely by jurisdiction and are sometimes left to the homeowner.
- What is the per-sheet price for deck replacement, and is it capped?
- Are drip edge, ridge vent, and pipe boot replacements itemized or included?
- Who pays if the dumpster damages the driveway, and is disposal weight included?
- Does the quote assume one existing layer or two?
A quote that answers these questions in writing is usually a fair one — even if it is not the cheapest. Compare bids on the total, fully-included price, never on the base number alone. The fair price checker can sanity-check the number you were given against 2026 national ranges.
